Steelman, you are in luck! Kevin Marti lives in the east valley, by Surprise, and can tell you all about your 69! He has access to Ford Motor Company's archival VIN info, and can tell you what color, what interior, what options, motor, transmission, how many made, etc with Marti Reports. http://www.martiauto.com/
Good luck! I think the C is the color (black jade). The EW might be the trim. The 51 might be the DSO being to Denver, the 6 might be a 3.00 axle ratio, and the W is a C-4 automatic transmission. Have you found anything out on it yet? What size motor is in it?
