Level sender empty ~16 Ohms; full ~160 Ohms
A fuel gauge pegged high means open circuit (broken wire, corroded level sender, dirty switch or connector contacts).
A fuel gauge pegged low suggests a sunk float or short to ground, either on the Y/Wh wires, or on the selected tank's sender wire.
