95 crown vic blinker and hazard issues.

ok so I recently bought a 95 ford crown vic. the blinkers and hazards are not working. I can hear the clicking sound for both of them but no blinking light. if I turn on either blinker the front corner light will light up but it is not the blinker. I checked the fuses and they are fine but I did notice on the fuse box under the steering column a hazard flasher label, but when I checked the plug in spot there was nothing plugged in. do I just need to plug in the hazard flasher?? any help would be appreciated. and I did try and research this before I posted a new thread but I couldn't get a straight answer. thanks.

Plug it in that box controls all the signals and light's
