2006 p71 won't start

worked fine then didn't start
new alt,bat,crank sensor,feul pump
coils and sparkplugs recently changed
engine turns over fine but seems to have no fire
smells gas when turned over multiple times
plug computer to car and bluetooth device says cannot plug to ECU
want to know if it is the ecu that is the problem or something else causing the problem of not having fire at the plugs
engine gives no sign that it wishes to start
can someone help me please

update:
checked wires and fuses all good
relay for pump and pcm swapped out with horn relay all good
rpm does not move when cranking
lights in dash go out when cranking then come back on but if you turn the key 3/4 times on/off lights go out have to wait a couple mins before they come back on again
cannot get any codes with diagnostic tool,still only
"cannot connect to ecu" but works fine on another car
still thinking it is the pcm
if so can someone tell me what is compatable with my 2006 crown vic p71

That does sound suspiciously like the ECM, if you cannot connect to it and the gauges do not initiate. In some cases you can pull the ECM and take it to the dealer or even an auto parts store and they can check it for you.
