The basic problem with our engines until about -04 is that the 4.6 and 5.4 will build HP and TQ at a higher rpm than the pushrod engines. I still remember getting 350-450 ftl/bs torque down at 2400 rpm on the older engines. NOW you have to run the engines up to 4000 to get 300-350 ft/lbs. Adding Turbo or a Blower will increase HP and Torque, but that will get expensive.
Go to www.crownvic.net and start reading some of the posts. With most of the Ford 4.6 engines until 1999, the power sucks. When they developed the Power Improver (PI) heads, then the power started coming into play. Ford developed 4V and 3V engine versions for HP, but they are expensive swaps.
For our earlier panthers with the 4.6 2V, adding CAI (and actually plumbing it to get cold air, not just a fancy filter), changing the heads to the 1999 PI heads (which will bump up compression ratio, forcing you to buy more expensive gas), changing the throttle body to a 70MM with a better plenum (or getting an Aviator throttle body assembly and swapping out) , adding headers(KOOKS are the only true long tubes that will fit the CV/GM line), and changing the exhaust to hi-flow cats and mufflers (no larger than 2 1/4") will give about 65 more HP at 4000 rpm and up.
Or you can do an engine swap with the 3v engines, or the BEST way is to go to the new 5.0L. Of course, spending $11,000 on your car may not be worth it for some people.
Go to the Mustang forums and see what people have done to their cars Search the magazine articles from Muscle Mustangs & Fast Fords, Hot Rod, 5.0 Mustang & Super Fords, Car Craft, and others for what can be done to the 4.6. There are a lot of things that can be done, and TONS that CAN NOT be done with the Panthers. Go check out dRock's webpage (www.crownvic.net/drock96marquis/index.htm) and see one of the nicest panthers around.

if you want to add power for cheap. start with a cold air intake. then go with a bigger throttle body, you will notice a big difference with the throttle body. upgrade your coils to msd, upgrade your spark plugs- i use autolite xp extreme performance iridium plugs. they are great plugs. next thing after that without adding a super charger or turbo would be to go into the rear end. stock gears are 308s upgrading to a 373 positrac will increase take off and top end speed. (im telling you this because i have done all of this) good luck!!!

and oh yeah with the exhaust, lose the cats and add some mufflers. YOU LOSE ALOT OF POWER WITH STRAIGHT PIPES AND WEARS THE ENGINE FASTER!!!!!!! trust me i know from experience. flowmaster 40 series or thrush turbo sound pretty good and there not too expensive
