IAC = Idle Air Control Valve. It meters air in the engine when at idle. It is known to gum up and cause idling problems. Some folks will pull it of to clean it and the picture helps locate it.
The plugs are indeed the old versus the new. New ones have more threads to mate better in the updated (02) heads. They don;t make a huge difference in the older style 4-thread heads but I don't think you can even get the short threaded plugs anymore...but I don't know for sure.
