Go to www.crownvic.net to see the write up where someone changed over to a stick from an auto. They didn't list the costs, but I believe they did have a ballpark figure somewhere in the replies.
I figure that using "pre-owned" parts, you could probably do it within your range. That would be trannie, bell housing, clutch assembly, flywheel. cables, pedals, and tune. Don't forget that the crank will need to be able to hold the pilot bearing. A Lot of people forget this part.
You actually would be able to do it buying an engine / trans assembly with the pedals using hydraulics well within that range. The tune / tuner is a definite NEED to reprogram the PCM.
