2005 crown vic cooling fan problems

I have a 2005 crown vic cooling fan will not come on, overheats at stop light. I have jumped the fan straight to the battery, and it runs. I have replaced the temp. sensor, checked the fuses, even got a new fan assembly and tried it, didn' work. Does anyone have any ideas?

Yes, 12v direct to fan motor, and it ran. Just finished using multi-meter to check plug, meter says it is getting 12v also.
