No torque spec is given for these fasteners, so 1-2 lb-ft should be enough.

F-series D clips are plastic & fragile. Replacements have recently become available:

I don't know why that link says there are 2 types and only 3 required; there should be 3 of D required, and 4 of A (same as Bronco A).
