I had the same problem...
1st Check the switch first use a power meter stick it into the wire and hit the switch. If it lights then the switch is good if it doesn't then obviously it is bad. I got 1 brand new from the dealer for $23.00. It just pops into the harness.

2nd If it does light and it still doesn't move it is the motor . but let me tell you that it is a bitch to change the door panel comes off but that is it. the motor is inside the door itself so I hope you have skinny small hands or else it is going to be tough.

Within one year of having my 90 I got to change out both door motors & the rear motor & regulator. They aren't difficult, but I was cursing the Ford engineers for a long time.....
