EGR throttle positioning valve low flow

Posted:2/9/2004 02:50 My engine code tester says i have an "EGR throttle positioning valve low flow" Does this mean I have a bad EGR sonsor, or a bad throttle positioning valve, or a bad throttle positioning valve sensor. Or is this a secondary problem of something else?
