Under the rear leaf pack, there is long piece of steel with a rubber bump stop on it. I that what they call the overload spring?

No, that is called an anti-wind up spring. It is there to prevent axle wrap because the springs on our Excursions are quite soft and can make axle-wrap more pronounced.

Okay....
Basically axle wrap is when the axle tries to spin the opposite way of the wheel. There are some cool mechanical & physical forces at work here.
When you have soft (read: not strong) springs is accentuates this. This is because the spring in not strong enough to resist the movement.
The lower spring is designed much like a short traction bar you saw as a kid on that cool dude of the neighborhood's Camaro hot-rod.
A larger example are ladder bars that you will find on extreme lifted trucks. Especially those with air bag suspensions.
If you need a more detailed explaination then I'll be more than happy to provide it and give examples of the forces that create axle wrap in everyday life.
