I know what you are talking about. There are three dials. The first is the fan speed, the second is the dial that adjusts what level the air blows (floor, panel, Max A/C, etc), and the third is the temperture dial (Blue and Red). The only time it appears that the a/c is in recirculation mode is when you have the dial set to "Max A/C. Problem is (This is laso stated in the 2005 owner manual) when you put the air on Max A/C, you cannot adjust the temperture dial. Therefore, you cannot get heat in the recirculation mode. When the heat is on, you basically get smoked out. Its an aweful design flaw. I know that an e-350 diesel van has a manual system where you can get recirculated heat. The Excursion XLT diesel with the manual a/c system does not. I am thinking about filing under Florida's lemon law as I do not feel it is safe for me, my children. or pregnant wife to be riding in with those fumes. I may also see if I can retrofit the a/c system with the automatic one offered in the Limited model as you can recirculate the heat in the auto system.
