Hub Vacuum Leaks - Again

This is a bit of a rerun but I need opinions...

My front hubs won't lock in with vacuum. I replaced the old flex hoses and replaced the metal connector screwed into the hub. Still no hub locking. Hitched up a gauge and there is good vacuum available. So I know there must be a leak somewhere inside the hub. Is there a seal around the drive shaft? I know there is an oring in the locking mechanism, but how is vacuum built around the shaft? I also am trying to decide whether it is worth a great amount of time to properly fix this or just forget this repair and manually lock in the hubs. Anyone do this repair that can give me feedback?

Friend of mine had tackled a hub replacement on his 99 SuperDuty last spring and wrote up a nice article on the how-to but not descriptive on the seal kit.
