Had to replace my glow plug relay.
Been very clod here in St. Louis, NO GLOW PLUGS...NO GO!
Found part at local IH dealer for $20.81 LOT cheaper than FORD.
Just call the IH dealer and tell then 7.3 or VT444 and they will fix you up
Hope that this will help save some one else a pile of cash as well!

The big E would not start unless it was pluged in.
It can get a little cold here in St. Louis.
Discovered the problem on Super Bowl Sunday had been parked out side at a friends and would not start. Plugged the beast in and she fired up four hours later.
Using a meter you can check to see if the relay works very easily.
It is on top by the fuel filter. Checking will require two people. One to turn the key to glow plug pos and one to check the meter .

If you need to replace the relay look for a IH dealer. the 7.3 is their VT444.

What year Excursion do you have?
All the 7.3 Excursions that I have seen have a California emissions package and are labeled under the hood as a Low Emission Vehicle (LEV).
They use a solid state electronic Glow Plug Control Module or GPCM, which is NOT a relay, and is quite a bit more expensive than the GPR. They are a silver metallic looking box with fins on it, and NO studs for wiring attachment, it is done completely with connectors from the wiring harness.
This GPCM receives commands from the Powertrain Control Module (PCM) which is the main engine and transmission control computer. The GPCM has separate leads going to each glow plug, and can report back problems to throw a trouble code from the PCM, if something is not right.

This is the unit I had to replace in the X this past Winter. When colder than 30 if not plugged in no start. If plugged in for two hours would start at any temp even below zero. $153 at Ford and it starts normal again.

Late year build 2001 is the year. LTD Ex with the 7.3
Just looked under the hood. I have the low emmision sticker for CA.
Do not know what you are refering to with the finned box.
Will have to look more later today. Do not want to soil my suit.
