I'm getting ready to change the belt and I have a couple of questions. Do I have to empty out some coolant before I change the belt, since the belt runs over the upper radiator hose? If so, where is the drain plug for the radiator?

I'm assuming you have the 7.3L Powerstroke,the drain petcock is located on the lower left hand side of the radiator(back side with white colored plastic plug)
Drain it down below the thermostat level by observing the coolant overflow tank.
Before you get started go by your local auto parts store and pick up a "Dual Alternator" upper radiator hose which routes on the outside of the serpentine belt.
Here's a THREAD with the part numbers,the replacement hose costs about $10 and worth every penny!
