OBD II not resetting

Hi all sorry for the year inbetween posts.
I have a 2001 limited with a v10 and 180000 miles. I cant get my truck a clear inspection because the emissions phase of the OBDII is not resetting. I ran the truck through the factory recommended resetting process, twice, and it will not reset. I fear the computer may need replacing, anyone see anything like this before??

Have you tried disconnecting the battery for a few minutes

01 Excursion. Gauges with AIH Delete, AIS Air Filter system, CCV Mod, 4' MBRP, BTS Trans, 6.0L Trans Cooler and Intercooler, DP-Tuner F6 chip, ITP In Tank Mod and Boost Annihilator, Diesel Innovation's Regulated Fuel kit, BTS Big Oil system, GTP38R Turbo with 1.15 A/R housing and BDP Stage II AC injectors. Yes. Heres what I have done so far
cleared the computer of codes with my ODBII unit
disconnected the battery for 45 minutes
driven the truck through fords recommended reset process
Ive done this twice and currently have 563 miles between now and the last time I drove the reset process.

When you reset the code, did you check immediately after to make sure it is erased? Reason I ask is that I am wondering if your code is there because it is recurring.

I think I may have used the wrong terminology. The computer is not reading the emissions at all. There is no code or fault. The computer wont scan the system. This is common in vehicles that have had the battery disconnected. After a process of normal driving between 50-100 miles the computer will "reset" and start scanning its systems. Mine is not scanning the system
