My experience with this issue was not with the Excursion, but with our old Minivan
Certian locations of the sterring wheel the horn would not work and or the cruise would drop off
And YES it was the clock spring on that vehicle.

On my '01 Limited, the cruise control and horn stopped working, and the dealer replaced the GEM. Oddly, the horn would work with the engine off, but not while running. The new GEM also meant a new access code, and all my fobs needed reprogramming.
