Can't find my other thread posted here so starting another.

1999 CV cranks but won't start.
All fuses and relays good.
Fuel pump does not come on when key is turned on, but works if jumped through relay.
Everything works: lights, radio, fan, ect.
***When key is turned to start the Engine light does not come on****
***When I hook up an OB tester it reads ERROR***
Inspected the wiring harness under bumper and looks good.
Started when I sprayed starting fluid into intake.

The check engine light is the clue that ties all of this together. It should come on with the key in RUN as a bulb check, and that light is switched by the engine computer. No light, a scan tool that cannot connect, and a fuel pump that will not prime but runs when you jump the relay all point the same way: the PCM is not powered up or not grounded. The PCM switches the fuel pump relay, so a dead PCM means no prime, and starting on starting fluid fits a car with spark but no fuel.

Check, in this order:
1. The PCM power relay and the fuse that feeds it in the underhood box. Swap the relay with a matching one, and test the fuse with a test light on both sides rather than by eye.
2. The PCM's power and ground pins at its connector, with the key on, using a wiring diagram for your year.
3. The engine and body grounds.
4. The PCM connector itself. It is held on by a center bolt, so make sure the bolt is snug and the pins are clean.
