Does anyone know where I can find hadrware and softwar to reprogram the ECM in a 98 Crown Vic p71. As far as I can find it is not the same as a civilian CV and I don't want to use just a performance chip. This car runs well and I am afraid that a performance "chip" will actually take away from it's performance.

There is an awesome paper by Tom Cloud, TECHNICAL NOTES ON THE EEC-IV MCU. It is very technical. It describes how ECC is built, and all instructions it has. Search for it on google, if you can't find it let me know by e-mail. There is also this website, http://www.dainst.com/ , and this one http://picasso.org/mjlj/index.jsp, and this one http://picasso.org/uSpark/default.html. Paper by Cloud deals with one specific version of ECC-IV, but you can apply that toward ECC-V, and it will give you an idea of what's involved. Perhaps you should consider making your own chip before you start modifying program code.
