Does anyone know if the Fuel Optimiser actually works?

It is that magnetic thing that you install on your gas line, apparently it improves Gas Mileage, Increases HP, Improves Ignition, and reducest C02?

Anyone ever try this?

If there was any scientific proof that it actually works, it would be standard equipment by now.
