05 CVPI Engine Block: Mounting Location for something thats missing.

Hey hey guys, I have a 05 CVPI, just got it 3 weeks ago, and I'm going through it to fix things etc. Well, I noticed a slow oil drip coming from the front of my oil pan, and I traced it halfway up the block to a spot that obviously is missing something. The "Mounting Spot" is located below the idler pulley. It does have a bolt screwed into the block as if I wanted to unscrew and mount something, problem is, the spot is where the oil is coming from. Even worse, the spot has tons of JB Weld wiped all over the spot, as if to keep the oil from dripping out. So theres really no undoing the bolt and covering up the spot even if I wanted too. If someone could tell me how to attach a picture, I'll attach one. Thank you!

If it has JB Weld in the area, apparently someone tried to fix it before. I am willing to bet they broke off a bolt and tried to fix it.

Yeah, you're probably right. So what do you think I should do? Just splash more on there to completely cover it up? As it's not completely sealed up, so maybe I should try to seal it all the way up before determining what to do next. Since it's already like that anyways. I did some research and it was supposed to be for a belt drive pulley, just an extra one. So I have no need for it anyways.
