Canister Vent Valve Solenoid Leaking Fuel. Emergency Please Help

I have an 03 Crown Vic, the Police Interceptor. It still has all the wires for the computers and lights. It has dual spotlights and the back doors don't open from the inside. Its got 125k on the odo and will have you going 130 before you know what is happening.

Recently I noticed a fuel smell, and it was coming out from the rear wheel well. Eventually the smell turned into a puddle of gas under my gas tank. I got under there and dropped the two nuts that hold the vent valve solenoid and the rectangular flat box up to the gas tank. Fuel was pouring out from a seam of the solenoid. So, I removed the solenoid, went to auto zone and purchased the new part. Put it in and it was good for a day or two, then the same leak happened, same spot. So I returned the part, went to Napa, got a premium part, new fuel vapor hose, and hose clamps and installed all these parts and everything was good. This was yesterday.

This morning, I was under 1/4 of tank so I stopped and put some gas in. Brought it to just above 3/4 of a tank. When I got back in to leave the gas station, I smelled gas real strong in the car, so I got out and looked, there's a puddle of gas in the same spot I have been having problems with it leaking. I got to thinking about it and it leaked with the last part after I filled her up. This leads me to believe it has something to do with a blocked breather hose or something along those lines causing too much pressure buildup, but I'm noticing the pattern where I fill it and it leaks. Its not wet anywhere but right there at the solenoid.

Now I need to get through emissions, and I can't, because of this fuel leak, and also my obd II isn't connecting. The MIL isn't illuminating upon key on either. I haven't checked fuses yet, but my cigarette light and everything else on the dash is working fine. I'm heading out this morning to check them. Also, idk if they are related but my battery light is on constantly while I'm driving, yet I don't have any issues with battery drain or slow/no start. It starts up just fine every time.

The guy I got it from had just replaced the alternator and battery, but hadn't done anything else to it. It runs great, minus what I wrote above. I need to get this fixed asap as my at runs out in three days and I have to pass emissions to get it licensed. Please, if you have any thoughts, ideas, or suggestions, post them here. Just some thoughts...you might be right about the breather tube, but it could in the form of the gas cap not venting properly. The smog place can hook that up and check that for you. Also, when I got my interceptor, the rear doors didn't work from the inside either. I found out that the cops just utilized the child lockout switch on the lower inside of the door. I switched it on and now it works. Hope that helps.

Thank you! The doors not opening isn't too much of an issue. I actually kind of like it. My kid can't jump out the car every time we stop! ;-) I tried the child safety locks, still don't work. The knobs for the locks on the door panel are gone too. I'm pretty sure they actually unhooked the rod that goes to the door handle.

As for the obd not connecting, I went and played with fuses. On the third fuse I pulled, as I was putting it back in I heard loud rapid clicking as I wiggled the fuse, it barely in its place. Holding the obd connector, I could feel it clicking. I left the fuse barely pushed in, just enough to complete the circuit, and hooked up my buddies code reader. Lo and behold we have power now! I had one code, p0460. Fuel sender unit low voltage if I remember right. After doing research I came to two conclusions. #1 my fuel pump is on the fritz and should be replaced, #2 my pcm needs to be reprogrammed according to a TSB I read on the 03-04 interceptors. Personally I'm leaning more towards the fuel pump out of those two options.

The fuel cap has come up a lot also. I think I may replace that first being as the pump is gonna run me about $150 after tax, and because the pump is definitely sending enough fuel to the combustion chambers. No loss of power there:-D, and especially with the leaking and such. Got to find that breather hose as well and check it.

Thanks for the advice. I'd really appreciate any other input from people. Perhaps someone who has experienced this before? Trying to include everything here, they are all pieces of the puzzle, and I know one thing can send the whole motor out of whack. If you need more info just ask please!
