Been a big fan of the P71 since I was a little kid. I finally got a 2010 P7B with 79K miles and have some questions.
1.it has 85K miles and 9500 idle hours... How normal is this? 9500 is a lot of hours.
2. Is there a way for me to find out what department it came from?
3. I have replaced a shit ton of parts like I paid twice for it, is this common?

Using the Ford conversion for idle to mileage on the engine, you've got 388,000 miles.
Each mile equates to 33 miles as per Ford when they added the idle meter to the CVPI.
Those idle hours show it idled for just over a year of its life.
And yes, replacing worn out parts on an old cop car is normal, some are better taken care of but it's not uncommon for things to wear out while in the fleet.
The least costly way to find out where it came from is to go through the car and find stuff left from the agency where it was, if purchased at action then they may have records of where it came from. Even googling the VIN can show you something like the first resale of it out of service.
