How do you convert the rear passenger doors to open from the inside ?

How do you convert the rear passenger windows to operate as well ?

Most of the time the linkages needed to re-enable the rear doors are behind the door panel inside the door. You just need to add them back in. You can find the rear door latch assembly drawings here: http://www.fordparts.com/Commerce/CatalogResults.aspx?y=2008&m=Ford&mo=Crown%20Victoria#Search

If a vehicle was ordered with non-operational inner handles, the rods were to be put in the trunk, most likely they have been removed long ago...but it's worth a good look.
The window buttons were done in a few ways - 1) the factory disconnect behind the lower b-pillar trim next to the driver if they were ordered that way or properly disconnected by an upfitter that knew what they were doing, 2) unplugging the buttons themselves in each back door, 3) cutting wires.
You'll find a grey connector here, that is how they were disconnected in ordered that way.
