Brake lights do not work again, brake light switch already replaced.

This is for a 2007 Crown Vic. I had the car into the dealer for normal 135000 service.
They called me and asked if I wanted them to change the left and right brake light, and both backup lights. I told them no, I could do that when I get the car back home.
I checked the lights when I got home, and both backup lights were fine.
I checked the brake lights, and noticed ALL brake lights were off, including the back shelf brake lights.
Already thinking dumb dealership. I checked the # 14, and # 28 fuses, and they were okay. I bought a new brake light switch, and replaced it. Now ALL brake lights were working.
The next night we went to dinner, and when we came out to leave, I could not get the car out of park.
The brake lights were still working. I used my phone to try and fine a way to bypass the parking lock.
Everything mentioned turning the key only part way, and I should be able to shift to neutral. I should mention that the 2007 Vic does not come with a steering lock. So this method does not work. Later after having the car towed home, I finally found a video that shows how to push a button on the bottom of the steering column, under a rubber plug, to by pass the lock on Park. It works great.
This was all fine for a few days. Now tonight, I have no brake lights again, and the fuses are good.
I am still using the button to get it out of Park.
Any ideas on what is going on, and how to fix it?
