2008 cv pi horn issues

Hi all I have a 2008 ford crown Victoria police interceptor. the problem I have is when I hit the horn button I can hear the relay click and no sound at the horn. I have replaced the horn relay and still nothing. I did a voltage check at the horn wire and no power. I even did a check with forscan on the lighting control unit and there was no sound from the horn. I am at my wits end with this. any help would be great thanks.

Did you solve the issue ? I just bought a 2008 CV interceptor. Utube . I cannot figure out what to do.

5 wires under glove compartment. cut with color code. 5 black wires.

Any help to this clueless golden screwdriver mechanic helpful. No help. I will simply run a new wire
to a relay to fire up the horn.
