wiring 76 Ranchero

I have problem with the dash cluster lights not lighting. I replace the circuit panel with new, replaced all bulbs, replace light switch. All other dash lights work except the ones that light up at night. Fuse is good.
Wiring all looks good. Is there something I am overlooking
