EGR throttle positioning valve low flow

My engine code tester says i have an "EGR throttle positioning valve low flow" Does this mean I have a bad EGR sonsor, or a bad throttle positioning valve, or a bad throttle positioning valve sensor. Or is this a secondary problem of something else?

IF THE VALVE STILL MOVES IN AND OUT W/YOUR FINGER IT IS YOUR EGR SENSOR
