2003 p71 headlight adjustment?

I replaced both headlight assembly and have cranked and cranked the adjustment and my headlights still shine straight down. Can anyone tell me how to get the adjustment correct??

when you are turning the adjustment make sure the black plastic knob is not turning with the screw part it should move unless the plastic is stripped out.
