Need your input on possible p71 purchase

I have been a fan of the panther platform for some time. I am currently looking for a vehicle and I may have found a possible canidate. It is a 2007 P-71 retired police car. It has a couple of minor things that need to be addressed. The heat only blows on high, no spare, radio doesnt turn on, holes need to be plugged. Car has new tires, engine is quiet, trans shifts good. Car has 83,000 miles and the dealer is asking $5500. Am I a sucker or.....

my 2007 was 3400 dollars with 104k needed back seat. go to obenauf auctions and see what these cars go for. these are surplus vehicles do not pay too much for them as they are out there for sale.
