Air on max speed

Hey everyone! I'm new to the forum. 2002 Crown Vic LX Sport with a/c stuck on high position even when I try to change the blower speed, but when I shut off the a/c it still blows on max but in defrost mode. Can anybody advise? Thanks

did you check all the relays for the a/c?
