fuel gauge not working

I have a 95 Merc Gm, 130k plus miles on the car. The fuel pump works fine as it was replaced 1 yr ago. The problem started before the new fuel pump was installed. According to the pin out the yellow/white wire is the sneding unit wire. I have cheked to see if the wire has voltage on it. It has 1.6v and fluctuates when you bounce the rear of the car, indicating that it is sending voltage. What i am concerned about is, is this supposed to send more that 1.6 volts? Should it be more in the 12v range?
