I need to change the shifter shaft seal. Can this be
done without removing the pan and internal workings?

Not 100% sure as you didn't list what you are working on but as far as I know I have never seen a automatic transmission shifter shaft seal being replaced without dropping the pan. And as long as you drop the pan consider changing filter if so equipped.
