Brake controller??

Have an 00' Crown Vic p71. Out of no where the other day when I turned the car on it sounds like you have the hazard 4 way lights on with that constant clicking. As soon as you press on the brake pedal it goes away and will not stop otherwise. WIerd I know, but does anyone have an idea to what this may be?
