91 CROWNVIC TRANNY HARD-SWITCHING IN OVERDRIVE

I have a 91 crownvic 5.0 302. The tranny hard-switches/bangs in overdrive only. No slippage of any kind in any gear. When increasing speed at a normal acceloration, the OD bangs in between 45 to 55 depending on how fast im accelorating. If im accelorating at a higher speed OD kicks in smoother but by that time im anywhere from 60 plus. Took car to shop, mechanic adjusted the TV cable and said it was good now(basically). Though it switched better, still didnt seem right. But i was satisfied with it at the time. A year later tranny went out. No big deal! Motor still great car still looks good. So, i get another tranny(used). 2nd tranny doing the exact same thing. Ive adjusted the TV cable to where its better but not right. While accelorating normally, if a VERY slightly let off the gas And then VERY quickly press the gas the car kicks in OD smooth. If i do it rite it will switch extremely smooth. WHAT THE HECK IS GOING ON? by any chance could the speedometer being off a little bit have something to do with it? ANY ADVICE WOULD BE GREATLY APPRECIATED.
