Hey everyone I'm trying to find out what the issue is with my climate control. I have the electronic climate control and the issue I am having is no matter what option I select whether it be the floor, defroster, defroster/floor the air only passes through the vent. I'm hoping this this is a simple fix.
Any feedback would be really appreciated.

Does you 99 crown vic have a "thermal blower lockout valve"...sometimes called a "CELO" (cole engine lockout switch...? It's a pass thru unit to the inlet heater core that is run by vacuum & electric operations to send/allow heated air (>120 degrees engine coolant) to the 'floor'.

On my 1991 LTC 4.6L engine, I am having a floor heating issue...somewhat similar to yours...but your 1999 probably has a complete different design. Do you have a Crown Vic repair manual...? You'll be guessing for a long time w/o some solid base information... or take it to a shop...
