car turn over but will not start unless i put starter fluid in the intake what culd be the pro??

Well there is not much info in your post but that sounds like a fuel delivery issue. Does it stay running after the shot of stater fluid or does it die pretty quick?

"curemode2002" is right...more details if we are to try to help you on this or other issues...

1...engine turns...crank but no ignigation...
2...probably not electrical
3...could be fuel (lack) or low fuel PSI
4....Did the starter fluid have any affect...? What kind...?
starter fluid...= as small amount of gasoline...
5...can you adjust the TPS (throttle position sensor)....
I have had this on my 1991 Lincoln TC...4.6 engine...same as your probably.
6...do/did you check the emergency 'Kill-switch" in the trunk...? You probably have one
located there...check you owners manual....?
7. Have you check for the engine codes......??? should be listed #1
8...Have you checked the MAS (Mass Air Sensor) on the air intake...?

Just a few checks to think about and possibly report back....
