Fender skirt question on 56 Crown Vic

Hi

I have a question around the fender skirts on a 56 crown vic. I have seen in most internet pictures a skirt that fits within the wheel well. I am looking at purchasing a 56 crown vic but the fendor skirts are longer and start in front of the wheel well and go almost to the back. Does anyone know if this is a factory option or if this is done at restoration time to put on wider tires or something like that?
