Cooling Issues

Help if you Can,

Im having Cooling issues with my 99 Crown Vic.. There\\'s a Swerling noise coming possibly the water pump.. The Engine rises only when its idling for a certain amount of time.. When it does Idle the Cooling fan makes the a noise.. Could it be the water pump causing these Cooling problems??

With cooling systems you basically have three things you need for it to work properly.
1. Working Water Pump
2. Working Thermostat
3. Roughly 16psi of pressure
The Pump can make some noise especially if it is not filled with coolant or if it has a bearing going out but in your case we need a bit more information.
You say the engine rises when idling I am assuming you mean temperature, after you start moving does the temp start falling dramatically?
If the engine is reaching it's normal operating temp then the fan kicks on while idling that is normal but a funny sound from the fan means it is out of balance or has a bad bearing. It should basically sound like a large box fan.
Have you checked coolant levels? If it is very low that can cause some funny sounds.

Yes once I start back driving at a constant speed the temp goes back down to normal degrees.. Could it possibly be the thermostat? And should I change the water pump because of the noise?

So when idling are we getting out of the normal range temperature wise?
If so this can be a stuck thermostat or other more serious issues.
Thermostats are cheap so yes I would change that, (i actually went with the 180degree) and this is a good time to check your hoses and belts to see if they are worn.
Water pump wise is a bit harder to decide, if the thermostat is stuck that can cause the pump to sound funny when it is working hard to pump water through. Or conversely if the pump blades are coming loose from the drive shaft it could cause overheating. I would hit the thermostat first and see if that doesn't clear up the weird water pump issues.

Okay I'll check the thermostat before trying to changinge the pump.. I also read that when the pump is going bad the fan clutch is also going bad but I'm have a problem locating the clutch.. Is it attached to the pulley of the water pump?? When checking the thermostat ways the correct temp that it should open?

With a 99 you should not have a clutch as the fan is now electric. You should be able to look at the engine side of the radiator cowling and be able to see it. As for the temp the thermostat opens on it depends on what thermostat you have the options I know for sure are 180 and 210 for the police version and civilian version respectively. I prefer the lower as that will keep your engine running more optimally.
