X5 rear axle in a 98 cvpi, if it is a locker, how do you engage it?

I just got my cvpi, its a 98, and only one tire spins when trac-control is turned off. Does this mean I have a limited slip, worn clutches, or bad/low differential fluid? Any help is certainly appreciated, thanks!
