tested a new horn on a 2003 crown vic, but it still wont work..new to this vehicle and forum..any suggestions for repairs..this vehicle has more wire bundles then van camp has pork and beans!

If you don't have a Chilton or Haynes manual for the vehicle, try this link:

When you get to the website, just put in the year, make, and model to get to the Chilton manual.
Did you check the fuse? I've forgotten basic troubleshooting before and forget the simple things.
If the fuse is okay, use a test light and see if you are getting power to the horn contacts. It could be the contact inside the steering wheel, or a break elsewhere down the line.
