Changing Intake on 2000 Crown Vic - Crash Bracket Removal

I'm trying to get the curved crash bracket off that covers the back of the fuel rail on the driver's side. I took out the long bolt on top and the outer nut on the back. There is a bracket that is between the outer and inner nuts. I can't get this bracket out of the way and get to the inner nut. Any suggestions on how to get the inner nut off? Is this nut the same as the outer nut, 1/2"? I'm at an impasse until I can get this bracket off. Thanks.
