Low beams refuse to come on, but high beams will work. Horn goes off for no reason while the car is sitting. Any ideas?

Sounds like a short under the dash possibly in the column. The low beams could also just be a bad light switch (this is fairly common) but with the horn you have something making contact that shouldn't. Check the horn setup in the wheel first as they can become loose or just gunked up with something that conducts electricity.

lol i knew i wasnt the only ones with that problem. ok, so apparently ford had this problem alot with the 88-91 crown vics.. why? no idea..

so i took mine to the Ford dealer and i was told i needed to replace the steering column. they would then arrange the wires so that they arent touching each other... you guys might have had a burnt smell... that was the case with mine.
