90 Grand Marquis no heat

hey guys. working on my friend's 90 Grand marquis 5.0L with no heat, has auto climate control. Car is fully up to temp and blows cold air on all settings. A/C compressor is shot and disconnected.

New radiator, new water pump, new 195* thermostat. Had a problem with car overheating in summer and these 3 items fixed that issue. Car onlly has 110,000 miles.

Felt both hoses coming out of firewall for heater core, both were COLD after running for 30 minutes and driving to the store. Thinking that little valve on the heater hose running along passenger valve cover is bad? or maybe i got a bad T-stat out of the box?

Any help is appreciate. Absolutely no heat in the in the winter sucks,

Also, which hose is the inlet to the heater core?? one coming out of the intake manifold or one coming off the thermostat housing?

My C-vic has no ATC and has no heat issues, wish i could convert this marquis to regular heater control but this woman's on a budget and i"m trying to help her out. i have NO experience with the auto climate control in the LTD's. no idea how it even works.
