Need some help with a P/S Pulley

I have a 92 Grand Marquis and after removing the P/s pump and transfering the pulley over to a new pump ...the Pulley does not line up with the other pulleys. I know that the pulley was insalled correctly and I have tryed 2 different new pumps with the same result. Is this normal or am I doing something wrong...It's off by 3/16" or1/4".

The engine is a 4.6 by the way
