I'm looking to get more power for my 2000 cvpi and looking to spend under 300 I've seen a bolt on super charger which replaces your air box for 200 and was wondering if it was any good or what I could do for cheap

There are a few options I have found:
there is a cold air induction kit from AFE available at Summit Racing for 225.00
a BBK-1701 Throttle Body also at Summit for 214.99 (this will increase torque but most likely little horsepower)
a Transdapt Throttle Body Spacer also at Summit for 54.97 (I have one on my 99 Vic and love it way more torquey on the low end didn't seem to get much more power but it sure feels nice when you get up and go)
ADTR.net is another good place for performance parts but these are going to be higher end stuff like a street cam set for 650ish, new heads, long tube headers, cat back exhaust.
Hopefully this gives you some ideas.
