Is the Vic giving you a check engine light? If it is this would be a good place to start.
Another thing to look at is the Mass Airflow Sensor this can cause issues if the computer is not getting the correct Air information. But it is a little bit rare to see it causing such a dramatic issue. There is a great post on crownvic.net that covers how to test one but I can't find the link sorry
