Crown Vic P71 rear door components

Hi,
I just bought a 2003 Crown Victoria P71 Police Interceptor, The car was ordered without rear door handle and lock components installed. I spoke to the fleet manager of the agency that previously owned the car and was told that Ford had put the parts in the trunk. Unfortunately, the parts bags were not in the car when I bought it. Does anyone know where I can buy the complete set of parts to make my rear doors and locks work and how much it should cost? Any help would be appreciated. Thanks.

My problem was sheet metal was placed over both doors and I found side panel trim but the part that is riveted to the door (that the inside latch pulls against) has been removed so the steel plates will fit!
You know how to activate the windows don't you? There is a connector that is disconnected in the lower "B" panel behind the drivers seat, plug this back in and you can open and close the windows from the back again.
