You mean the average Joe can own one of those??

How does one go about finding out if the lights in their area can be controlled by one of those?

In most states the average Joe can own one, but in most states it is very illegal to use one.

This is from CA.

SUBJECT:

Traffic control signal interruptive devices.

DESCRIPTION:

This bill would prohibit the purchase, possession,
manufacture, installation and distribution of electronic
devices for vehicles which are designed to interrupt,
pre-empt or override traffic signal lights. Police, fire,
other emergency and transit agencies and their vehicles
would be exempt from the prohibitions.

ANALYSIS:

Existing law prohibits a person from using, and prohibits
any vehicle, other than an authorized emergency vehicle,
from being equipped with, any device capable of sending a
signal that interrupts or changes the sequence patterns of
an official traffic control signal, unless that device or
use is authorized by the Department of Transportation or
local authorities, as specified. A willful violation of
this prohibition that results in injury to, or the death
of, a person is punishable by imprisonment in the state
prison, or by imprisonment in a county jail for a period of
not more than 6 months, and by a fine of not less than
$5,000 nor more than $10,000. A willful violation of this
prohibition that does not result in injury to, or the death
of, a person is punishable by a fine of not more than
$3,000.

Wouldn't this trigger the small, bright, white light that also is mounted to the stop light poles? I see these blinking whenever an emergency vehicle is in the area with its lights and sirens going off.

Yes it does.

There are some states where they are illegal, there are also some states where radar detecters are illegal. If interested, please check with local authorities.

If the light has a sensor and a spot light mounted on it, you can control it. Check the legality in your state.
